Matthew S. Smith brings more than 13 years of telecommunications experience to The Government Consultants, LLC (TGC), with a career spanning field operations, infrastructure engineering, project management, enterprise technology development, and mission-critical government contracting.
His career began as a union-trained lineman with BellSouth, establishing a hands-on foundation in telecommunications infrastructure. Advancing into Core Installation and Maintenance (I&M), he gained extensive experience installing residential and commercial services, maintaining and restoring outside plant (OSP) feeder and distribution networks, and supporting carrier communications equipment.
Transitioning into engineering and project management with AT&T, Matthew specialized in Fiber-to-the-X (FTTx) network modernization, including the conversion of legacy Fiber-in-the-Loop (FITL) infrastructure to Passive Optical Network (PON) architectures. His responsibilities expanded into geographical engineering management, where he oversaw engineering operations, project execution, and infrastructure budgets across an increasing number of service territories.
Recognized for his technical expertise and operational leadership, Matthew helped establish a national disaster-response engineering organization comprising 22 selected engineers, supported by senior construction and maintenance leadership and extensive field operations teams. This initiative brought together specialized resources to support telecommunications infrastructure restoration following major disasters.
His career subsequently advanced to AT&T's national Network Support Staff, where he contributed to the development of enterprise-level materials management, vendor management, and workforce reporting applications. He also collaborated with software development teams on proprietary engineering and network records management systems designed to modernize and replace commercial off-the-shelf platforms.
Matthew later expanded his expertise into Department of Defense contracting, developing detailed telecommunications infrastructure solutions supporting military installations and operational units throughout the U.S. Central Command (CENTCOM) area of responsibility in the Middle East.
Holding the Registered Communications Distribution Designer (RCDD) credential and Project Management Professional (PMP) certification, Matthew combines industry-recognized qualifications with extensive field, engineering, and operational leadership experience.
Today, he brings that collective expertise to TGC, delivering practical, technically informed telecommunications surveying, engineering, design, and consultation services to government agencies, commercial organizations, and private-sector clients.
